Background of the Study

Land-use policies play a critical role in shaping agricultural development and expansion, particularly in regions where agriculture is the primary source of livelihood. In Jalingo Local Government, Taraba State, agriculture is vital to the local economy, with crops like rice, maize, and cassava being predominant. Over time, land-use policies have been introduced to regulate agricultural land allocation, promote sustainable farming practices, and boost agricultural productivity. However, challenges such as land tenure insecurity, encroachment, and inefficient land management practices have hindered the full potential of agricultural expansion in the area (Bello & Idris, 2023). This study aims to assess the impact of existing land-use policies on agricultural expansion in Jalingo, exploring their role in improving farming techniques, ensuring land tenure security, and supporting agricultural growth.

1.2 Statement of the Problem

While land-use policies are intended to facilitate agricultural growth, the implementation in Jalingo Local Government has faced several challenges, including conflicts over land ownership, ineffective enforcement of policies, and limited access to land for smallholder farmers (Usman & Abdul, 2024). These challenges hinder the expansion of agriculture and the sustainable development of the rural economy. This study seeks to assess how land-use policies in Jalingo have contributed to agricultural expansion and identify the barriers to their effectiveness.

1.3 Objectives of the Study

  1. To assess the effectiveness of land-use policies in promoting agricultural expansion in Jalingo Local Government.

  2. To evaluate the impact of land tenure systems and land-use regulations on the productivity of farmers in Jalingo.

  3. To identify the challenges facing the implementation of land-use policies in Jalingo and propose solutions to enhance agricultural expansion.

1.4 Research Questions

  1. How effective have land-use policies been in promoting agricultural expansion in Jalingo Local Government?

  2. How do land tenure systems and land-use regulations affect the productivity of farmers in Jalingo?

  3. What challenges have hindered the implementation of land-use policies in Jalingo, and how can they be addressed?

1.5 Research Hypotheses

  1. Land-use policies have significantly contributed to agricultural expansion in Jalingo Local Government.

  2. Land tenure systems and land-use regulations have positively affected agricultural productivity in Jalingo.

  3. Conflicts over land ownership, inadequate enforcement, and limited access to land are major challenges hindering agricultural expansion in Jalingo.

1.6 Significance of the Study

This study will provide insights into the relationship between land-use policies and agricultural expansion in Jalingo. The findings will inform policymakers and agricultural stakeholders on strategies to improve land management, enhance land security, and boost agricultural productivity in the region.

1.7 Scope and Limitations of the Study

The study will focus on land-use policies and their impact on agricultural expansion in Jalingo Local Government, Taraba State. Data will be collected from farmers, local government officials, and land administrators. Limitations include potential challenges in obtaining land-use records and the subjective nature of self-reported experiences from farmers.

1.8 Operational Definition of Terms

  • Land-Use Policies: Government regulations and strategies for managing land resources, including land allocation, tenure, and agricultural practices.

  • Agricultural Expansion: The increase in the amount of land used for agricultural production, as well as improvements in the efficiency and sustainability of farming practices.

  • Land Tenure Systems: The legal and social arrangements for owning, using, and transferring land rights.
